So basically what I thought was probably a motor, is looking like the control module. Next I went and hit the control module and now it's working again, with no issue. So if your step is stuck in the up position and you need to replace the motor, just pull the rear motor housing and turn the step down for clearance. This actually solved the issue of not being able to get to the motor mounting bolts as the step is stuck in the "up" position and bolts were blocked by the step itself. Once you start turning the rotor the step will begin to move up or down, depending on which way you turn it.

Once the housing is off, you can turn the rotor. There are only two T-15 Torx screws that you have to remove and the rear housing comes right off.
